On November 25, 2025, the Jean Monnet EU Centre of Excellence at Korea University hosted a Special Guest Lecture titled “Cyber Diplomacy: Challenges Both in Diplomacy and Cyber Security.” The lecture was delivered by H.E. Tanel Sepp, Ambassador of Estonia to Korea, with support from the Erasmus+ Programme of the European Union.
Drawing on Estonia’s experience as a global leader in digital governance, Ambassador Sepp discussed the evolution of cyber diplomacy, the role of international law in cyberspace, and current challenges related to cybersecurity, state responsibility, and global cooperation. The lecture highlighted Estonia’s digital transformation, multilateral efforts within the UN, EU, and NATO, and the growing importance of cyber issues in modern diplomacy. The session provided students with valuable insights into how technology and diplomacy intersect in addressing emerging global security challenges.
